Out-going calls are barred

I have already submit my address proof two times, however my air-tel number 9994762057 still not activated. But incoming calls are received, but out going call not worked. If dialled immediately show "call ended" instead of several times complaint in customer care no response for the past six months. Please activate the above number otherwise please inform the position.
