Download speed

I am using airtel 256kbps dail up connection... location-chennai thousand lights...

the problem is very slow download speed... but actual internet speed is the same...

1 month back my download speed was normal that is 26 to 30 kbps...

but now at whatever time it be time download speed is from only 7 to 12 kbps

i want ask whether airtel had restricted download speed or my connection problem...

airtel internet connection is best but sudden reduction download speed is the problem...

i am waiting for quick reply and solution...
