Airtel/appco complain

On 6th of Aug appco executive came to my place and told me about airtel landline and broadband connection. he assured me to get me the connection within 7 days. and i have asked him a min of 3 times whether if airtel has the connection so there would be no delay in enquiring again. all the time he was rock confident to say me "sir aapke bajuwale wale area mein hai toh aapko aaram se miljayega connection" (your nearby area does have a connection so you will get it within 7 days.)

i waited for 7 days nothing happened. no calls were made to me so i started calling him after 7 days but he was not answering my calls, i made the call day after that n the phone was coming to be switched off. so after another 7 days i.e on 18th aug i finally called 121 (airtel costumer care) they said that for the landling connection you will have to call 020 44444121 so i did so, n i found that they haven't received my documents nor cheque. i was in contact with airtel daily holding the phone for about 20-25 min to know my status, but it was showing OPEN status (i.e my issue is still pending to be resolved). so i told airtel on 24th aug to get me a new connection n i will stop previous cheque payment issued. they agreed on that matter and said to send a executive to my place soon. On 26th aug i received a call from airtel executive regarding new connection to be given to me on fresh document. i told them to come at 7.30 pm, on 7.30 i made a call to their executive to come and collect the documents but in return they said that we wont be able to provide me with the connection as my area has never and will never get the connection in future as well. so i wrote an email to nodal officer of airtel and with immediate response i got the confirmation that i will not get the connection. so it was over, 20 days of calling my documents etc was all waste... if my area does not have any connection now n never ever in future, why was the airtel-appco executive giving the connection with great confidence and assurity? and after the issue was settled from airtel side, i tried to contact APPCO, but they were rude on phone by saying "Agar aapka connection nai huwa toh hum apko apke documents n chk return kar denge usme itni kaunsi badi baat hai".

the thing is appco till date has not sent my documents n cheque to airtel n are still lying in their office, n now they are denying and ignoring my calls. so should i finally have to take some legal actions on appco executive or in that matter who ever is responsibl?
