Sim card not activated

On 30th. June I got delivery of a sim card and within 2 days varification was completed..till today ie 11th July sim is not activated..almost everyday I have been calling retailer regarding that and their answer is "your phone is already activated" when I contacted Airtel costomer service to know the status they informed me that the number allotted to you by retailer is already registered with another person who is using it.

Can some one help me out? How can I get out of these useless hassles?
