Outgoing calls and Connectivity

I'm unable to make any outgoiung calls since last 4 days. I'm getting SMS that 90% of services are restored though.

Why pre-paid custoemrs are notgiven 4-5 days extra validity period if services are down with no fault of consumers but that of service providers itself?
