No outgoing and no action

I booked a new broadband and landline connection for my new home in Noida on January 28. Very promtly the payment was collected, and with my earnest request for urgent installation and reminders the broadband and phone line were installed on Febrary 6 (0120-4234938). The landline did not have a dial out facilty at that time and I was told that it would "come alive" in 24 hours. Till today it is not possible to dial out on the phone. In this past 40 days I have registered 20 complaints at the Airtel call centre (44444121) as that is the only way to register a complaint.. I have a collection of complaint numbers and each time I am asured that "in the next 48 hours", or "by 11.45 a.m. tomorrow", or "5.30 p.m. the day after" and so on... the complaint will be resolved. Nothing has happened. This is an absurd situation... the focus was to sell a broadband connection and they did that, now its the customer's headache that the phone line does not work!
