Charges for change plan

Airtel told me, they will have to charge my account Rs 250 to convert from post paid to pre-paid. Ironically, they want to me to come to their store and follow all the procedure (photo, id proof, address proof) like new account opening. Why can't they transfer my data within their own company? If they can not, why they charge any fee. Coming to their store (15km away) is already inconvinient. On top of theat they charge fee and still ask you to follow lengthy process, because they can not manage their business within. Too bad, I am waiting for number portability.
