Non- refund of security deposit

My mobile No. is 9650001696. I took International Roaming (IR) in June. As required by the com pany, I deposited Rs 6000 as security Deposit. On or about 26th August IR was got disconnected. I asked for refund of the security deposit of Rs 6000. The company officials told me that I would get the refund by cheque within 45 days. I protested why it should take so long for refund but having no other option, I reluctantly agreed.

The refund has not been made even after more than 2 months. On inquiry I have been advised that it will take another 15 days as they claim to have recived my request only on 20th Oct.2009 which is very surprising. The request for refund was simultanous with the request for disconnection of International Roaming. On 20th Oct. 09 I had reminded to know why my refund is delayed after the promised period of 45 days. How can they now claim that the request for refund was made first time on that day? The company is deliberately delaying the refund and taking the subscribers for granted. The company charges penalty if its bill payment is delayed even by a day. What is the penalty to the company when it unduly delays the payment of due amount to its subscribers?

I, therefore, demand penalty of a reasonable amount on the company for the undue delay in making refund of the amount of security deposit of Rs 6000 to me.
