No service despite full payment

The complainant is the bearer of Mobile No. 98711 86258. The said number was surrendered by me in the month of Dec., o08 because of the pathetic services by the provider. In the m/o Feb., 09 I recd. a request by the Airtel to retain the services with the assurance of waiver off of Rs. 557/- levied by the provider and I pay a sum of Rs. 1786/- for two years, advance retal plan to retain the same number. But despite my repeated requests made to them during last 23 days the plan could not be activated on one pretext or the another. Finally I recd. a call from Mr. Vikrant, Manager, Airetl on 26th March assuring me the activation of the said by the 1st half of 27th March, 09 i.e, today. But now it is going to 2.25p.m.no call has been received by the service provider so far.
