Echarged amount not transferred

I had e-charged my Airtel -prepaid phone (9892270333) with an amount of Rs. 999 on the 16th of August. The recharge was succesful. However, I did not get the balance. I complained to the Customer Care, and the told me that the amount had gone into the dedicated account. Now, I don't understand what a dedicated account is, but I cannot use it. I have recharged, and I should get the balance. It is as simple as that.
