Incommig calls not comming

I had my mobile connection validated recently but to my utter dismay my incomming services are not working inspite of my repeated requests my incomming services has not been restored. i have repaeatidly contacted the concerned but it has not yielded any results. i am studying at IIT kanpur and i need badly the incomming services .will someone please look into the matter, My mobile number is 099354370131.
