Very poor speed at usb modem

I have purchased a USB Modem from airtel two days ago. I am getting speed of 0 kbps to 3 kbps. Some times once in an hour reaches to 5 kbps too. It has reminded me of 12 years old net connection services. I have tried to lodge complaint at Local Kanpur office and on airtel Customer care but in vain. Customer care says it is an hardware problem so talk to local office and nobody at Local office is ready to attend the complaint.
