ISDN line down since ling time (3 months back)

Dear Sir

This is regarding My ISDN line which is down since long time and no one is looking from the BSNL in this issue . every time thay are asking me that they had send the card for repair . and still not recived .. kindly reply me if BSNL have any exclation matrix and what can i do for the complaint.
