Refund Issue

I did book a duplex flat in Alpine ECO of builder Alpine Housing, Banaglore (http://www.alpinehousing.com/) on first week of Aug. I did find some discrepancies in carpet area. Moreover they were suppose to allocate two flats. One to me and another to my friend. They didn't allocate the flat to my friend and was not able to give any valid reason so i decide to cancel it within 15 days. I did cancel the flat on 17-Aug and still waiting for refund of Rs 50, 000 which i paid as booking amount. I am waiting for refund for last one year and no response. There were numerous calls from my side. Each time i hear about next week and it went for a year. I am not sure how whom to approach and how to approach.
