Outgoing barred

Dear sir,

i bought a 6 year's validity card before a month in vellore, vit.everything was fine i used it for a week after that otgoing was barred to my number. i had submitted all the forms and everthing still it is not activated.i complained to the nearest dealer and the shopkeeper who gave the sim card.kindly note my number 9791323254 and take immediate action.
