Holes sealed by the neighbours which prevent the rain water from going into the gutters

Dear Sir,

Before the rains the muncipality had repaired the roads inand made drainage pipes at several places so that rain water will go into the gutters. but our neighbours have plugged the holes, which prevent the rain water to go into the guttersleading to flooding of roads right in front of the house. Asking them to open the holes only leads to unnecessary fights.

Kindly send authorised people to open the holes which has been sealed by them.
