Dear Sir/Madam,

This is bring to your notice that I, residing at Bank Of Baroda Colony, part of JP Nagar 7th Phase, Puttenahalli at 94/2, Iravatha house.

Every month I used to pay my electricity bill on time, but this month as i was out of station the due date just got over (Due date was 07.12.2009). Suddenly on 11.12.2009 one person came to my door and was asking about my electricity bill (He was telling that he is the LIND MAN for Bank of Baroda Colony, JP Nagar 7th Phase). I said ok I'll pay the bill today itself with KIOSK. His reply was “Pay the bill to me or else I'll disconnect the line”. I said ok I'll pay you, but get me the receipt for the same. His reply again “I'll not give you any receipt, as everyone in this colony pay me like that, so you've to do the same”. I said no, I can't pay you then because anyway I can pay through KIOSK. He again said that either I've pay him without any receipt or else he'll disconnect the line and also started arguing with me and his sentence was like “As I'm not from Bangalore and also talking in hindi, so I've first talk in Kannada and then I should talk to him.

My perception is a person talking in Kannada does not reflect that he is Kannada and has respect with Karnataka. I'm staying here in Bangalore from past 10yrs and has much more or equivalent respect like a Kannad a person. And I hope we as a educated people should not discriminate about any state or caste. And if we everybody or every state started doing the same then I hope we all educated people can understand that none of the state will improve in any aspect. And also if as a Indian we are behaving like this then we should not blame even other countries to bahaving with us when we are out of India.

My question is not even whatever he told to me regarding my state or caste. My biggest question is if BESCOM is sending someone to recover the pending electricity bill, then they should send someone educated and also the person should carry receipt book with him.

I've no idea how BESCOM will react to this mail, but I'm sure from nest time onwards the person who will come to collect the bill atleast will carry a receipt book with him.

At last I paid him without any receipt as all my neighbours said he may disconnet the line if i'll not pay him, morover the bill amout was Rs-487/- and when I paid him Rs-500/- and was asking for the change, he said that is his tips and he will not return.
