Non-receipt of passport

My application no. is W210931 submitted in Jaipur office; and date of application is 7/12/07. NOC as per Annexure-B received from office was submitted. But I have received letter from Passport office to submit NOC. I have clarified the matter but action/reply from passport office is received.
