Illegal construction

I am a resident of SANGAM APPT. Rohini Sector-24 delhi-85 and i would like to complain about illegal construction at Flat no. 58, Sector 24, Rohini Delhi-85. MCD and Delhi Police are doing nothing to stop it.

I and other neighbours want to check this illegal activity and want to know how can i do this.
