For late delivery of speed post

I am ravi ranjan kumar and ems no is EJ014281345IN .I send it on 7.4.12 and it delived on date 14.41.12.

It was an urgent post. I was send Jharkhand combined form to my brother. But due to late delivery of form he can not fill the form. Because the date to receipt at office of jharkhand combined is 16.4.12 .

Please look into the matter.
