Non delivery of my items

I am an eyes doctor who just completed my course in jaipur. I sent my stuff with these Euro packers from jaipur to delhi. There were 7 cartons, 1 trunk and 1 mattress. they said they would deliver it in 10 days. I sent the stuff on 4 July and havent received it till date 19 july. Earlier the agent told me its on the way. One day he told me it has reached delhi. After that he stopped picking up my phone. I contacted the chandigarh and delhi office to whom he lied and said that he is regularly answering my calls.i called from a different number and asked him, why wasnt he answring my calls since 3-4 days. I gave him police threat and he told me that now only police is going to send my stuff. He told that he hasnt dispatched the stuff from jaipur. I told him to drop back my stuff to the hostel and the money he had taken. He refused and said "itna toh mein nahin kar sakta. Apna saman khud uthva lo". Sir, its heights of idioc. I have come to kangra and i dont know how to go about it. Coming to a court of law would not be feasible because of my conservative background. But i desperately need help. The luggage has all my medical books, my instruments and alot of important personal stuff. Please help
