Inordinate delay in supply of refill

Dear Sir, I booked my refill on 29.12.2009. Till date it has not been supplied. The HP Gas site is not working. The area customer service cell telephone provided on the company's site, does not exists (Jind tel no 01681309379). The dealer is not answering to my calls. Kindly suggest me the best possible solution to get the refill in time under present conditions.
