Delay in passport issue for my Sister

Respected Sir,

As on 04-06 we have applied for passport for my sister and police inquiry has been completed but we haven't received the passports. Online status shows as "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time"

Its been more than a month same status displays there is no progress

Request to please help as she is planning for higher studies.
