Delay in dispatch of my passport

Hello any one can help me on passport information in Hyderabad. It is very important to me plzzzzzzzzzzzzzz?

I applied for passport in ordinary on 15th June with file number HYD/Z605980/11 under HYDERABAD PASSPORT REGION. and police verification also completed after one week

But the application status is showing still as " IT IS TO REGRET THAT DUE TO UNAVOIDABLE CIRCUMSTANCES THE DISPATCH OF PASSPORT HAS BEEN DELAYED AND WILL NOW BE DISPATCHED IN A WEEK'S TIME ".

what's the mean of this . and how can i get passport quickly. And How much time to receive my passport.

Any one faced this problem earlier please help me in this problem.
