Ungling in delivery

My gas consumer no. is 5932 of indane gas. Last month I booked the gas but I did not get delivery from OM gas agency. Again I booked the gas on 24.12.2010. and cotacted the above agency but thier replies are improper. Can IOC will take action against the above agency?
