Delay in Passport

I have submitted my passport on 19-09 to Jaipur passport Office. Still the status showing " Police report not Yet Received."... Its been 4 months and still the same... I am in an urgency as i m getting married in jan mid and require Passport for further Visa process as my fiancee is working in Gulf... From Kota, the File has been sent to Jaipur CID Office and given dispatch nos... Jaipur passport office still not received the File... so its with Jaipur CID Office...
