Unrecieved Passport

Hello,

I have applied for passport in 2005 and passed the police checkup but my passport was returned back as i was unavailable when postman came. I know they try three time before sending it back to passport office but the man never came back once gone. Now i want a passport but i don't know should i apply for new passport or apply for reissue. I had changed my city and got married in meantime. I had made passport by agent how has closed his business and i have no reference number and file number to inquire. What should i do?? if Anybody can help me out in this situation it will be great help.
