Sewer cleaning

This is to inform you that the sewer line outside my house has silted completely and gets choked frequently. it has never been cleaned with cranes or manually for the last 15 years. But even after repeated complaints to local authorities, there has been no action taken to clean it. The dirty water from the sewer keeps coming out of it and has made the whole back lane stinking and foul smelling. Please help me out of this situation. My address is
