Not sending information required by other department

I went to lodge a theft complaint of N-97 mobileat the belapur police station but they were not ready to lodge as stolen, but they forced me to lodge it as lost and for this taken a bribe of Rs 300/- by Mr Praveen Patil. This complain was lodge on 27th september.

I approach cyber crime branch for search on the basis of IMEI no, but they told they need a forwarding of the complain lodge by the police station to them, but till now the police station is not ready to send the required forwarding.

Now I dont know to whom I should approach so that the police department should send the information to cyber crime branch.
