Delay in passport from last 8 months

Dear Sir,

Still after 8 months, I didn't get any favorable reply for the request of my passport application (Ref no.-“LKO Z 263010” ON dated may19, )

I would like to request you kindly let me know what is the reason behind the delay in delivery of passport.
