Delay of my son's passport dispatch

SUB: Complaint on Delay of Dispatching my Son's Passport
File Reference No: HYD-F018346-11 of Name: TRINATH TERATIPALLY, DOB: 16-03-1992. My son had applied for his passport renewal in last year on 27-05, and police verification also done two times but Passport not yet dispatched till to date. Website status always say's ‘Police Report is incomplete and the case is being examined’ and the same status has been continuing from past 7 months.
My son had to apply for GRE & TOEFL and we need the passport ASAP. We are unable to figure out the reason for delay.
Kindly help us to get our Passport dispatched soon.
