Delay in issuing passport

Hi,

I have applied my Kid's passport on 10-01 and still has not received the passport. whenever i checked in the site for the status, "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time ". I am getting the same status for more than 2 months now. Can you please take some action and see that passport is despatched. Below are the details of Passport Application:
