Delay in passport

My name is puneet puri..my file no is p044337... i applied my passport from passport office jalandhar on 20 september... but i still not receive my passport..i asked customer care about it they said now passport company is private you should call old comapany... please solve my problem i urgently need it because i have to fill my ielts test... plz... plz solve my problem as soon as possible... i shall be highly thankgul to you for this
