Non Issuing of passport

I had applied for a passport along with all the required documents in 2012. Police verification has been done and I was assured that my application would be forwarded for further processing. But still after four moth of month my status online it shows "police verification pending". I have already mail to"grv. Jscpv@mea. Gov. In" but could not get any positive response. I have my application no: lko z268812 11 dob : 20 may 1940
