Delay in Passport delivery

I have submitted my passport application on 03-nov. My police & CBI verification have already been done accordiingly. Till today my passport has not been delivered. At every stage of passport processing, bribe is demanded. I have fed up with all these things. I don't know what to do to get my passport. Please help me.
