I am submitting a copy of letter written to regional passport office Ranchi where I have applied for passport in Feb and till date passport is not issued on ground of various lame excuses. This will open the eyes of those who wonder in dreamland and who dare imagine of getting passport in three days and that too from from a government office.
Your first point is that as per police memo dated 21.11.07 applicant was not present on 21.11.07 at the address given and photo does not tally. This contains contradictory information in itself. When applicant was not available there is no question of tallying photo.
Secondly it shows the efficiency and malicious intention of the department that police verification started when nine months lapsed in waiting of some extra official treatment. As a matter of the fact this police memo also appears to be managed from back date when the undersigned took up the matter with higher authorities. Passport Office supposed to handover the passport in 30 days could not be awaken from deep slumber inspite of several telephonic requests made by me through their agent Rajendra Kumar (9431101073) and Sri Subodh Kumar (9431173965) until the reminder came from their higher authorities.
This so called story of letter sent to me is again completely false and fabricated. Letters dated 07.12.2007 and 22.12.2008 are after a gap of one year. Again this reflects how casually matter has been dealt with. I was posted at Ranchi till June. Department was made aware of change in address. I am unable to understand where these two letters were posted and why? If police verification could have taken place truly and really they could have come to know about my transfer at Hazaribagh itself. Further during my Ranchi posting almost for one year, my husband working in government office applied for his passport and went office repeatedly in connection with passport of mine. Police at Ranchi could verify the genuineness of my husband, why not police could verify genuineness of my photo. It is open secret, I need not enlighten on this issue.
I know and everyone knows how passports are issued from passport office.
They further talk of telephonic conversation on 19.01. 5.5.09 and 15.05.09 to resolve the issue. It is beyond my comprehension what were the complicated issues that could be resolved after mutual discussion sitting in Ranchi Passport Office when police memo says that photo does not tally. Obviously there was another tool in the hand of buearocracy to pretend as if they will issue passport to me if I come from Agartala to Ranchi.
I am still unable to understand what type of affidavit I have to submit to Ranchi Passport office so that they can issue passport after lapse of 30 months and whether passport rule permits such affidavit and it is also astonishing that you have also concurred with their opinion. Does they my need affidavit for justifying their Non-Issuance of Passport?
Such type of exchange of letter has become common when administration has decided not to issue passport even after lapse of 30 months of application. This is called “Lalphita Sahi”
Only a few days ago there was news from Ministry that they will ensure passports are issued with 7 days. Does it not seem ridiculous? Traditional style of administration will puncture such over enthusiastic policy in field level. This is Indian style of reformation. Nothing positive can be expected. When from top to bottom, the proverb of “birds are of same feather flock together” applies rightly.. Top officers also try to protect their juniors first, even at the cost of spirit of genuine police framed by Government of India, after all who will resolve the issue which has other reason behind the curtain.
I submit some questions before your kind office :&
Why not police verification was done while I was at Ranchi for one year?
Has Ranchi passport office sent any letter to my Agartala address, when they know I am currently posted at Agartala?
What purpose is going to be solved if the concerned file has been or will be transferred to Passport Office Kolkata?
Why not police verification can be done at Agartala?
Can government officers or their family get passport so easily from such Passport offices when the post is transferable like that of my husband?
If custom prevalent in Passport offices are fulfilled, if police officers are served as they ask for, I think even terrorist can get the passport comfortably from the system but wife of a government officer serving for more than 30 years cannot dream of passport..
