Extention of Validity

I had applied for a tatkal passport in 2005 and got one too with 5 yrs validity. But the police clearance got stuck because nobody was at home during the police visit. Now when i apply for extension validy of my passport the autorities say they need a police clearance. If things were done in 24hours then why did it take 16 days for me? I applied for extenstion validiy on 30th Nov and got police enquiry only on 15th Dec. And its already 18th dec today and am yet to get my passport in hand. The online status enquiry is also showing updated only till 9th Dec... where is the online system working here
