Non refund of registration amount of Rs 2.0 lac

I am registrant in Arun Dev enclave project, Haridwar (registration.no-55001). after 4 years when project did not start, I cancelled the registration in april and demanded my registration amount of Rs 2.0 lac back. but even after 4 months I am not able to get my refund.now a days no body from office of ADBL wants to reply. refund incharge mr aman sagar has switched off his mobile phones.
