Change in plans of building in society

Hi,

I am styaing at my new place around from 8 months. Our builder had four buildings and aroung 16 twin houses in the society plan when webyued the flat. He has already replaced 8 twin bunglows with 4 floor buildings.

Now one of the buildings (which is last) in our society, is targeted for 11 towers. Ultimately this will will crowd our society place and also use of amenities will be rare.

Please suggest if its possible to lodge a complaint against him in cosumer forum?
