Internal and External leakage

Dear Sir

I stay at a CHS which is based in Andheri East and we are on the ground floor. Ours is a 4 storeyed building. There has been leakages from outside pipes behind our bathroom/toilet coming from the second floor. I had made several written complaints to our society secretary. He had got some plumber after a long several complaints, yet after a week, the leakage continued. Inspite of repeatedly telling him about the same he took no heed to our complaints, so i volunteered to get a plumber to which he said ok. I got the plumber yet he did not want to take the services, since he wanted me to bargain. This is when i realised that he was not interested in even looking at the plumber and was whiling away time. Bargaining is a procedure which is not my job and should be done in the presence of the committee members, therefore i said i do not have any plumbers. Finally, he got his own plumber and did the job. Now as I said that it was the external pipe which was dripping water from outside the building and this water was falling on my toilet window. The Secretary is now claiming a amount of Rs.250/- from me. Is this correct, since its an external work and should be borne by the society. And as I mentioned I am on the ground floor and the leakage was from the 2nd floor outside pipe. In such a case he is not charging the 1st floor member. When i asked him why he says they did not complain. FYI - the first floor member has rented his flat to 6 bachelor boys and he is moved away to a different location. But obvious he is not bothered about this leakage

Secondly, we are facing a similar leakage problem from the first floor flat, externally and now internally as well. Inspite of telling the Secretary about the internal leakage he is not intervening saying that the society does not look into internal leakages. Sir, I would like to know what should I do in such a case. As I mentioned the first floor owner has given the flat to 6 boys, and has moved out, he is not bothered about doing any work in his flat. We have recently done up our flat. This leakage is coming into our toilet. We cannot use this toilet. Just now I realised that the condition is so bad, that the leakage is also happening outside our the builing through the pipe from the 1st floor flat. If we tell the secretary about this he will again not take any action.
