Increased the price after booking

I have booked my flat on 29th jan at the rate of 2400per/sqft and they promised to give the possession next year some where in aug'10. They not even started registration after 1 and half year and when they started they increased Rs1100 per/sq.ft. now they are asking for 3500 per/sq.ft. they are a big cheater, they kept my lac rupees for two and half year, and not ready to give interest when i asked them to cancel my booking.am i entitled to get back my interest? i have not withdrawn money yet!
