Efusal of paying back security money

Hello this is manish and i want to complain about jas prakash boys hostel, that if any of the student has the emergency of leaving the hostel, due to the non service providing factor such as (water, drinking&washing, proper hygienic atmosphere and security)... they do not provide the security deposit back anf if somebody leaves the hostel without taking the security money they threatens them.
