Non completion of project/non refund of money

Apartment booked in Amsri for white pearls project in Bangalore in 2007 with a promised delivery of 2010.This did not happen and the builder kept stalling the date on one pretext or other. Finally few months back he gave 2 high value cheques which would have covered 50% of the downpayment made and both teh cheques were dishonoured by citibank.

We tried approaching them however they do not answer our calls.20 lakhs is the amount in question.
