Delay in issuing DBC

Dear sir.

I am indane consumer . my consumer no.155992. I requested For DBC Three months ago to M/s Premier Gas service Dehradun. They did not entertain the request. On 8.11.2010 I informed to sales officer of IOCL .Again on date 11.11.2010 to Manager (lpg s) Bareily. The manager of agency took rs.1625/ and orginal gas connection papers but not gave receipt on date 19.11.2010. Till date i have not received DBC. Now he is saying come tommorrow or next day since 19.11.2010. Please Guide me how can I get DBC and solve my problem.
