16 Gb spy pen space lost

I buy a 16gb spy pen from naaptol.com. my order no. 2020108.

after receiving the order when i formatted spy pen from windows7. After format it gave me FAT partition and only 68mb of free space can anybody help me out of it how can i bring the 16gb space back?
