After 2 time document submitted but SIM not active

Dear sir,

My name is Vidya Prakash. I am a student of Dr. B.C. Roy Engineering College. I have buy a uninor SIM which no is 8942836687 from near my college fulijhore, Durgapur on 22 NOV. He say no will activate within one week. But after one week no not active then I contact to shopkeeper then he say document rejected then I submit the another document and he say SIM will start within one week. But no not active. In this matter I say to him, please revrn my money I don't want to buy it, but refused it. Sir, In my opinion this shopkeeper have use my id in illegal purpose. So, please help me received my money and document.
