Broadband frequent disconnection like more than 20 times in an Hour

Broadband connected with my land line number 08025232505 is not working properly for more than for months now. I have given written complaints three times to BSNL HAL office. But still now the issue is not resolved. Without getting any service I am un-necessarily paying the usage fee monthly.
