My Phone no 033 25786337 Last 06 month onwards landline phone not working but every month claiming money

My phone no 033-25786337 is not working for last 06 months several times I have complained but no result but every month BSNL is very smart to generate bills. To my perception BSNL is one cheater without providing service they are generating bills.
