Charging normal message rates on re 1 in 39 message scheme

I have 39 message scheme activated on my phone then too i have been charged 1re. per message. i complained in customer care n the told it will b resolved in 48 hours. now its been 71 hours and nothing has been done yet. they are keeping on extending the time.
