Not sending UPC code for mobile number porting

I have sent message "PORT " to 1900. I did not get a reply.

I have sent this message 5 times yesterday and 1 time today. There is no reply whatsoever.

BSNL is desperate to retain its customers. But rather than adopting the strategy to deny UPC numbers, they should improve their quality of service, which will be beneficial to them in the long term.
